Following an investigation by the Texas Rangers, a state law enforcement officer from Lubbock was behind bars Thursday charged of indecency with a juvenile.
According to jail records, Rangers detained 54-year-old Gary Wayne McMillian, Thursday at his West Lubbock house. Stationed in Lubbock, McMillian is a captain of the Texas Department of Public Safety who was suspended after his arrest, the agency verified. 2003 saw the start of his DPS career.
A criminal complaint filed out of Randall County shows McMillian accused of unlawfully touching a family member in 2008 and 2012. The records do not reveal, though, what spurred the inquiry.
DPS stated McMillian is charged with two counts of indecency with a child via sexual contact. Late Thursday, he stayed in the Lubbock County Detention Center carrying a bond set at $50,000.
Jail records indicate that he was freed on bond the following day.
His bond includes not interacting, directly or otherwise, with the claimed victim, her relatives, or anyone younger than seventeen years old. He is also forbidden from approaching the claimed victim’s house, business, or school within 200 feet.
McMillian’s bond forbids him from carrying a weapon as well.
