WASHINGTON (AP) — The White House announced Wednesday that President Joe Biden had authorized a new national security memorandum that will act as a guide for the incoming Trump administration as it attempts to fight rising cooperation among China, Iran, North Korea, and Russia.
Officials from the Biden administration started working on the guidelines this summer. According to two senior administration officials, it was designed to be a document that might assist the incoming administration in developing its strategy from the outset regarding how it will handle the growing ties between the United States’ most significant competitors and adversaries.
Due to the sensitivity of some of its findings, the officials, who spoke on condition of anonymity in accordance with White House ground rules, stated that the classified memorandum would not be released to the public.
Enhancing U.S. government interagency cooperation, expediting information sharing with allies about the four adversaries, adjusting the U.S. government’s use of sanctions and other economic tools for optimal efficacy, and strengthening readiness to handle concurrent crises involving the adversaries are the four main recommendations in the document.
Cooperation between the four nations has long been a source of concern for the United States. Following Russia’s 2022 invasion of Ukraine, coordination between the nations has increased.
The officials pointed out that Moscow has resorted to Iran for drones and missiles as Russia has grown increasingly isolated from the rest of the globe. Artillery, missiles, and potentially hundreds of troops have been sent by North Korea to assist the Russians in their efforts to drive Ukrainian forces out of the Kursk region. China, on the other hand, has given Russia dual-use parts that ensure the survival of its military industrial base.
Russia has reciprocated by sending fighter jets to Iran and helping Tehran improve its space and missile defense capabilities.
Russia has given North Korea money and much-needed fuel to assist expand its military and manufacturing capabilities. Russia has de facto recognized North Korea as a nuclear-armed state, the diplomats continued.
In the meantime, China is gaining from Russian expertise as the two nations collaborate to strengthen their military technology cooperation. In the Arctic, the two countries are also working together on patrols.
Despite having very different worldviews, Biden and President-elect Donald Trump have reportedly tried to communicate on national security concerns during the transition, according to officials from both the incoming and outgoing administrations.
