Virginia-Based Contractor Pays $21M After Allegedly Inflating Costs on U.S. Police Training Program

Washington, D.C. — The U.S. Attorney’s Office for the District of Columbia announced Wednesday that DynCorp International, LLC has agreed to pay $21 million to settle allegations it violated the False Claims Act by submitting inflated subcontractor costs tied to a major U.S. State Department contract.

The allegations center on DynCorp’s role in the CIVPOL program, a federal initiative launched in 2004 to train civilian police forces in Iraq.

According to prosecutors, DynCorp knowingly billed the government for excessive and unsupported subcontractor charges — including inflated rates for hotels, guards, translators, drivers, and supervisors — which were ultimately reimbursed using taxpayer money.

“These funds were supposed to help provide stability to a key U.S. partner,” said U.S. Attorney Edward R. Martin, Jr. “When you are given a government contract, you are taking money from the American people — and this office will make certain you deliver on your promises.”

The Justice Department stated that the subcontractor rates were not competitive or properly documented, violating the terms of DynCorp’s responsibilities as a prime contractor.

Though DynCorp was formerly based in Irving, Texas and Falls Church, Virginia, it was purchased in 2020 by Amentum, a government services provider headquartered in Chantilly, Virginia.

The case is part of a broader push for accountability in government contracting.

“As the Trump Administration zeroes in on fraud, waste, and abuse,” Martin said, “this office will continue to pursue settlements with entities that misuse federal funds.”

No Admission of Liability

The settlement resolves civil claims under the False Claims Act. The government noted that the claims remain allegations only — no court has ruled DynCorp liable.
